PLUS, you need to get as many links IN from relavent web sites as well! Also make sure that the link structure on your web site [how links are placed on your pages] is correct and SEO friendly. For instance, if you have a links page that is not accessable from your home page, then any page rank advantage will be lost. In other words, in order to get the most our of your link structure ALL THE PAGES on your site should be within 1 click of your home page!

In order for a site to rank on page #1 for your targeted search phrase, the web site design itself must be conducive to this type of searchability.
